'87 305 needs a decelerator cable?

I just bought an '87 kz 305. The manual shows it with a decelerator cable and the throttle has a housing for one, but my bike doesn't have the cable. Is this correct or do I need to get one? The bike starts and runs, but only goes 35 mph, but I doubt this is related to the lack of a decelerator cable. Also, what is that cable supposed to do? Thanks.

The decelerator cable (aka throttle return cable) serves as a safety back-up to pull the throttle closed in event the throttle return spring for any reason fails to do so.

It's also handy for using as a "spare" in case the throttle opening cable breaks.

Btw, is the carb throttle fully opening at full open position of the throttle handlebar grip?
