That's not a cut and dry answer. It depends on alot of factors. If your bike is not at factory condition then you may need ot set them at different levels. Age, gaskets, vacuum leaks, carb synch, etc. can all affect where you need to set these levels. Here are the steps I use to get optimal settings.
1> adjust idle speed to spec & kill engine
2> turn each fuel screw in until seated lightly and then back out 2 full turns
3> start engine and turn each fuel mixture screw in or out slightly to the setting that gives the highest stable idle speed.
4> adjust idle speed screw back to spec.
5> turn each fuel mixture screw slightly to see if idle speed increases. Adjust idle speed screw if necessary.
6> repeat step 5 until idle speed does not increase.

If your bike is stock, the factory setting was 1-3/8 turns out from seated with +/- 1/4 turn variance. Since you have air-screws, and not fuel screws, the farther out you go, the leaner the idle will be. (Turn in to go richer.)
Your bike uses Teikei-22 carbs. (TK-22)
