It depends on the set up of intake and exhaust.Screw them in very carefully untill you feel it seat,or bottom out then count 1-1/2 turns left.Thats merely a starting point,and again,It depends greatly on jetting,intake breather type,and exhaust type.Youll need to set the idel and blip the throttle to find the sweet spot.It may go as much 3 full turns to the left.Turn all four screws the same number of turns,1/4 turn at a time.The factory doesnt give a definate setting because so many variables come into play such as elevation,jetting size,etc.Thats one reason they come from the factory preset and sealed.One of the 650 owners will be more helpful than me.

I don't believe 78 VM24SS carbs have air screws... pilot fuel mixture screws. The setting depends on airbox type, pilot jet, etc. If everything is stock, try about 1 3/4 turns out from lightly seated.

This is eery....I was just going to post a request on this very thing.
Apparently, you folks in the US only got FUEL screw carbs on your B2As and D1As according to my FSM. (I'm not sure what the C2s for the US market used because, for some unknown reason, there is NO FSM that I can find that covers the 650C2....at least not in an English-language edition.)
However, in the rest of the world, we 650 owners got AIR-screw carbs. The initial setting for THIS type of carb (from what I can learn) is SUPPOSED to be 1 5/8th of a turn from seated.

Some had air, some had pilot screws. I bought my 78 B2 new and it has air screw type, then my B2A has pilots. All B1s had pilots as far as I know, but at least the vast majority of B2 did have the air screws. I've had 2 C2s over the years and they both had air screws. D1 SR model had air screws. I think all the SR had air.

321,000 miles on KZ's that I can remember. Not going to see any more.

Here's a page from the factory service manual stating to start with 2 turns out from seated, and adjust from there.
This is with factory exhaust and filter.
