Sometimes a new float needle will seal okay inside the old seat. But imo the better practice is to replace the needle and seat as a new pair. And then keep them together with one another during any reassembly process.

Turns out you were right, Patton. The floats were upside down which was preventing them from lowering with the float bowl installed. Cleaning out the seats seems to have helped with overflow...now on to why the bike still won't run...

Thanks for everyone's help once again!

Man, I'm glad I'll never sell this bike. I'd hate to see what the next owner has to go through to figure out wtf I was doing...
