Air Filter ?? Carb Setup ??

Ok
I just put a new air filter on my bike (stock 82 kz750-e3)
and now the bike won't start or idle without me blocking the top of the filter housing with an old t-shirt
which means it's sucking in too much air doesn't it.
any thoughts ????????

the air box case has 1 clear vac hose coming out the bottom
and what looks like another hose hole right next to it with no hose on (is this correct) ??

That one might be supposed to go to the crankcase vent? I doubt the air box is supposed to have any uncapped connectors sticking out.

there is one going to the crank vent
this hole is right at the bottom of where the filter sits
(if you take the lid off the filter you can see daylight through to the floor)
