carb pilot screw adjustment

I have a 1983 kz750ltd (KZ750-F1)with the Keihin CV34 carbs.According to the factory service manual, the pilot screws are non-adjustable on the US model.
The problem is that someone attempted to adjust them and I think everything is screwed up now. The seal plugs are missing and the pilot screws are set at different heights. Some are screwed all the way down, some halfway. I want to get them back to original.
The service manual says the canadian model is adjustable,(2.0 turns out). Should I use those specifications?

That should get you pretty close.
Some where between 1 1/2 turns and 2 turns.
Some where between 1 1/2 turns and 2 turns.
