I have been burned so many times when buying used bike stuff that I have learned to be cautious and take claims with a grain of salt. When I buy any vintage bike, I do some things to save time and money:

1. check compression, check cam chain timing, adjust valves, adjust cam chain
2. verify ignition timing and verify ignition wiring is correct
3. replace carb holders before attempting any carb work

Tune up steps for any bike are the same: valves/timing chain, ignition and then carbs. I could probably take a few minutes to tell you about some of the issues I have had by ignoring doing things in order, but it depresses me to think about all the dumb things I have done. Experience has taught me to verify everything on a bike that is new to me.
