1982 KZ750 CSR won't start!!!

So, I bought this bike from a college kid that had it sitting for a year or so in a parking lot(covered). The tank was FULL of rust and the wiring is terrible(NO headlight, turn signals in front stay ON when signal is selected and no rear signals at all! Brake light works for both brakes, so that is good )

Anyway, I decided to purchase a brand new tank and petcock rebuild kit. I put all this on over the weekend and....

The bike will fire over on starter fluid put into the airbox and stay running for around 3-4 seconds. After that, it dies on me.... I thought it might be the carb not getting any fuel, so I removed it.

After removing the carb and turning it over, fuel came POURING out. So, it is getting gas. Why is it not firing? Do jets get stuck? Should I have the carbs cleaned and try again?

Thanks for any help you can give me as I am getting REALLY frustratesd at this point. I have had the bike for a month and haven't had a chance to ride it yet!

i would imagine the inside of the carbs look about the same as the gas tank you described, they will need to be cleaned also. jets do not get "stuck" they get plugged with rust, dirt and old gummy fuel, also every other port and passage in the carbs will need to be cleaned also.
