Do you have a service manual? Usually the manuals have pics and step by step directions. That's how I learned the little knowledge I have:P Here is one on EBay:

A quality service manual is almost a must have !!! Don't waste your money on a Haynes manual ... shell out a few extra $$$ on a factory service manual ... well worth the extra cost !

I'm using those EMGO pod filters on my KZ ... they look great and should perform great as well. You might need some jetting changes though.

Yeah, I just put some of those Emgos on my 80 LTD. And after riding it all day yesterday, I think I need to go up a jet size or two. But first I'm going to re sync my carbs.
Now I don't know what kind of carbs are on a 82 CSR650, but I ran across a thread that said the Emgo pods restrict some air passages on the face of the inlets, so watch out for that.

Keep in mind that if you switch to the Emgo pod filters, your carburetors will need to be rejetted. Since you haven't figured out how to remove them, I would hold off until I had a shop manual in hand and sufficient expertise to remove the carburetors before choosing to make this modification. I think the 82 used BS32 constant velocity carbs and these carbs are sensitive to airbox changes and will run really badly unless you rejet. You will also have other considerations; like what to do with the emissions equipment since the pods don't accomodate it. Not saying not to do this, only that you have a number of considerations.

May I suggest getting the bike running right stock.
Do not start changing things on a bad running stock
bike and expect it to run better.Take the petcock
apart and look for contamination and worn parts.
The rubber fuel director usualy goes first.

if the petcock is bad and the carbs are leaking fuel, then its a good possibility that there is a lot of rust in the tank.
drain all the fuel and clean the tank prior to installing a new petcock, make sure you have a good fuel filter in line.
I would agree, get the bike running good first, then start to make changes
