Welcome to KZR,Bud!
Can You tell Us a little more about the bike?
Have You had the carbs off? Does it have factory exhaust or factory airbox,etc...things like that.
How many miles?
The intake boots,at the carbs...do they appear to be cracked from age?You might have a leak in there somewhere, causing a lean condition.
Need some more info though, but it does sound like You might have a leak...somewhere...

bike is all stock, I had my carbs rebuilt and sync, this problem was happening before I did the rebuild but was riding rough, when using vacuum gauges to sync carbs is there a specific vacuum setting for the carbs to be within range? I will check carb boots for leaks also is there any other place to check?
