when i measure the engine side opening of the carbs, they measure 1 1/8" which is something like 28.575mm. is that a 28 mm carb?

I would venture to guess that it would 29mm carbs.
1977 KZ650C1
and the KZ650/KZ750 Conversion ;)

The ID for a VM28 is 28.7mm. They are very likely 79/80 VM28 w/pump.
