Hmmm...stuck float?
Tap the carbs with the handle of a screwdriver while You turn the gas on,at the petcock.
Make sure the bike isn't on the kickstand though,as with the bike leaning over like that, and if You DO have a stuck float,You'll have a better chance of it freeing itself if the bike is level.
Welcome!!!(by the way)

Welcome to KZr faas454.
When was the last time you checked the screen and pickup tubes on the fuel tap?
If you ran the tank (and obviously the carbs) completely empty, it's more than likely any gunk/debris/small critters in the tank are now partially clogging that screen or the pickup tubes.
Try this easy test.
With the fuel knob in the OFF position, disconnect the fuel supply line and then turn the knob to the ON position, and then to the RES position.
If no fuel flows out in either position, or barely dribbles out, then your fuel tap is clogged.
