29mm SmoothBore float adjustment ?

I need to know the float adjustment procedure for the 29mm SmoothBore carbs.
I would think that the adjustment is measured from the bowl gasket to the bottom of the float. Is this correct? and if so what is the measurement?

As you say, the measurement must be made with carbs upside down, measuring from the gasket mating surface (gasket removed) to the top of the float. They should be 23mm. Only bend the tang that touches the float needle. Bending the float itself renders the adjustment meaningless as the float is then out of whack.

I'm also about to do set the float height on my 29's. Just so that I'm 100% clear on setting the float height, the carbs are upside down, gasket removed, now measure 23mm from the gasket surface to the top of the floats. Which is actually the bottom of the floats when the carbs are right side up. Am I correct?
I just want to be sure that I'm adjusting the floats correctly the first time.
