And if they can supply the cam caps with with it as I'm understanding they are machined to the Head ty

I would use helicoils.  Pretty much every threaded hole in aerospace applications have a helicoil in them.  The key is finding someone that knows how to properly install them.

The 82 to 83 Spectre engines had the standard J-head I believe, including all the KZ1000 Police models produced until the early 2000's.

Sorry! not 1982 .
My typo during editing of the reply which has now been amended
Bathtub heads only appeared from 1983.
As for the stripped threads.
It's a common issue mainly due to overtightening or stretched bolts which puts major load on individual threads and fractures them out one by one like dominoes until they come out with the bolt in the form of a coil.
It's best not to use a torque wrench on these and just nip them up by hand .
Don't junk a perfectly good head just because of this.
I use helicoils with no issue and every head i do now gets them drilled 5mm deeper with 20mm helicoils and 5mm longer bolts from the start which also allows additional thread engagement before the load is applied from compressing the cam and cap.
Even if somehow the helicoil is stripped the hole can be tapped and plugged with a threaded slug, drilled and tapped back to the original m6..
If you were in UK i'd fix it in a few hours no problem and it wouldn't cost you the price of another head never mind that stupid price you've been quoted..

Correct, the caps and head are line bored together as a set. I fixed your picture. Any half competent machine shop should be able to repair those threads

Okay I think I'm going to reply to all three of you guys at once I'm going to have a machine shop work on the head to get it corrected see what can be done one question they would need that caps in order to drill and tap the hole correctly and straight

and I appreciate it everybody's response that's what I'm going to do but that ridiculous price wasn't too ridiculous he was going to take it totally apart strip it have it powder coated all the gold and the black new new Rings valve guides valves and shims assembled they do racing engines everything on motorcycles the guys supposedly very knowledgeable on the KZ older bikes and I'm going to put it in here just to add so you can look at the website it might help somebody who might be out that way

To be fair $4.5k is not "crazy" if it was for a full engine build. Helicoiling these is a little tricky because of the larger hole at the top for dowels (I made a tool to fit into the recess and keep pressure on the coil as the tool in the "kit" didn't work in this scenario)

If it were me i would want the caps with the head just in case but if it's just drilling and tapping the original holes and the caps dowel locations are not damaged then all that's needed is an accurate bench/pillar drill or vertical mill.
If the holes were enlarged beyond their limit for a helicoil etc and needed plugging, drilling and re-tapping then the caps would be required to provide a centralising guide for the new holes.
If the plugging removes any of the caps two dowel locations then a camshaft or accurate machined substitute to keep the affected cap aligned with the head whilst bolted down as a guide will be needed .
If using a cam for alignment the valves etc would need to be removed first.
A  competent machine shop should already be aware of the above scenarios..
