Spark plugs are black showing carbon, but most likely due to me keeping the choke fully on whenever trying to test after cleaning. Can be easily rubbed off with my finger, so most likely only happened when testing and not the actual condition when normally operating.

The carb bodies have small passageways that can get clogged. So even with new jets you still have a problem. Make sure you can spray cleaner thru all the passageways. Most people remove the bowls and all the jets then clean the jets and hose the bowl and carb body down with cleaner then put it back together and call it clean. Thats not going to clean them. It takes me about 3-5 hours to clean a rack of carbs. I take them completely apart I ungang the carb bodies and then I work on 1 body at a time.
I'll say this one more time, if it only runs on choke the idle circuit is CLOGGED!

I am not an expert here but when I thought I had cleaned my carbs out i was told if I didn't run a wire or piece of nylon through the small passages I hadn't really cleaned it. I ran a nylon broom bristle through my idle passages and it fixed my problem.

Alright everyone, I boiled the carbs in lemon juice to start out...they look a lot better...
Then I took the only long piece of wire like material I had which were my guitar strings.
I poked them through trying to follow the passageways on pages 151 and 152 of the manual, however, I couldn't get all the through just because I cant get the wire to bend in such a way around the curves.
Also there are a lot of other holes the manual doesn't show where the go...but I just poked in there just in case.
Everytime I took the wire out of a passageway I checked the tip to see if it was dirty; it never was.

So I was focusing on the pilot/idle circuit and although I couldn't get the wire all the way through, I ran water from the pilot jet opening and looked at the three small "dot" opening where the throttle butterfly valve is and say water coming out

You guys think the water making it from the opening to the 3 dots is safe to say there is nothing in the way?

Try a fishing line Nylon to get around the curves passages ports

Eh, the fishing line is too weak to push through, it folds upon itself.
I have several different thicknesses of line I tried nothing would push past the first curve.
Any other suggestions?
I'm gonna head out to a hardware & craft store to see if they suggest anything, too

If you can spray carb cleaner all the way thru the passageways they are clean.

I agree. I only use a guitar string to clear the pilot jets. Sometimes they are so bad you have to soak them in carb spray until you can poke the string through them. If you're careful you won't damage the jets. If they're slightly bigger they can be compensated with the air/fuel screws.

Those small passages are for the pilot circuit. Sounds like it's clear.

EDIT: FIXED. Wrong placement, and spring was loose by a turn so it didn't have enough force to close. Time to test on bike!

Great! I would really love to try it out, BUT
Now I have another problem...
I was putting the carbs back together, and am having issues with the choke spring. There was a topic posted about this, but the OG didn't respond with a picture of how it was set up.
The choke valves are uneven, and when moving the lever to the position where they are open, the spring does not push the other valve back.
I've tried different variations, but since it's obviously not working I guess I have it wrong?
