oil pressure switch deliberately blocked??

Hey guys,
I was loosing a decent amount of oil around my oil pressure switch ( piece where my oil hose connects under cam chain tensioner) so i pulled it off to add some gasket sealer and found this: a bolt through a rubber plug, blocking off the hole closest to the cylinders. Is this supposed to even be there?? I just couldn't wrap my head around why any engineer would design a hole in a part, just to plug it with rubber and a bolt. If it is suppose to be there, anyone know why?? Check the pics below

Does your cooler connect to the test port above the points cover? Pic?

Thanks for the reply swest. Yes, it does. The oil travels from the pressure switch to the cooler, them from the cooler to the port above the ignition system. Hopefully you can see it all in the pic below

That will work. Only thing, the head on one side will get more oil pressure before the bug end, tranny and the left side of the head does. May not matter and is one way to do it. I thought about it too but went with the proper fittings.
