I wouldn't think a 400 would ever be super super loud. I have straight pipes w/ no baffle on my honda 1100 twin, and yes its loud, but there are harleys that are louder than me (they should be with 300-400 more cc's). But I'd recommend some sort of muffler because it'll make jetting easier and be better for your bike overall. On the plus side... in my opinion, these small displacement bikes just don't sound good with pipes, hence why I still and always will have my stock exhaust on my 550. But those slip ones did add a nice growl. Heres two vids of my 750 with them on. You'll have to watch a different video to hear the stock sound. I just cut my old rusted cans off, slaped these on with the help of a reducer from autozone and all I did was richen up the pilot a touch. No jetting and no real performance differences.

I agree, there is a fine line between being LOUD and making ponies. At a gas station, two guys were filling up their SUV's. They were looking at the bike while I was filling up. I hit the starter and she growled. I pulled away from the pumps, shut her down to light a cigarette. One guy looked at the other and said,"that's hot", The other one said, "you're telling me."Even people that don't know bikes, know power when they hear it.

It can be loud, straight pipes on the kz440 sound mean as hell, but trust me they will trash your exhaust valves. The lack of back pressure and cold air back up the exhaust is not great.
Here are a few videos of my kz440, MAC 2-2 with baffles, and without baffles. Then the stock exhaust with some slip on muffs.

I have had guys on Victory's and Harley's comment on my 440s sound. They couldn't believe it was such a small bike. I currently have the stock exhaust cut and slip on mufflers. It isn't stupid loud, but it is louder than stock, and a lot lower.

Yeah.... I was going to suggest it's time for a suspension tune up and probably head bearings....
added:
My KZ400 and KZ1000 had a head shake and I replaced the steering stem bearings in both.
That totally fixed the KZ1000 but didn't quite do it on the KZ400.
KZ400:
I did all this over and within a couple-three days of "used bike" ownership.
Before buying it. I was checking the rear wheel, chain and sprocket at the guy's house I also noticed the rear wheel bearings were shot... and I mean I could jiggle the rear wheel almost 1/8" at the outside tread diameter! I paid $275 for it!!
After putting only 80miles on, that changed to about 5/32"..... YEOW!
Replacing the triple tree bearing, the rear wheel bearings, the drive chain and both sprockets.... made a world of difference and the bike felt crazy TONS better and turned it into a GREAT little street bike!!
Sold it a month or two later and bought a 1 year old KX250 dirt bike... lol...
