With out it you can't degree the cam's.

It's just a slipper. It keeps the chain from slapping the cover. It does nothing to the chain tension. With the cams installed you can lay the over over the top of the head and the slipper block doesn't compress the chain.
Edit: I was wrong about the above. The rub block in the cover contacts the chain more than I first thought.

I believe this is true. There were photos in one of the bike mags back in the day, and a statement from Kawasaki clarifying that the port work is done at the factory. This is doubly easy to understand while restoring the head on my '81 750E2 and seeing how crappy the casting and machine work was in the ports. The short side radius had a sharp edge where the port was cut to accept the valve seat, and excess material around the seat in the bowl area. I took a die grinder and smoothed out these sharp edges on my engine with only a minimum of work.
Some before and after photos...
The factory hand blended the seats to the port runners. It as nothing elaborate . That was considered a big deal at the time but was more marketing BS than it was beneficial to flow improvements. If that's a GPz head measure up the intake valve and post back if you could ....

It's not a GPz head, just a regular KZ750E2 head. Valve sizes are 34/30.
The valve pockets were choked with excess material from when the seats were installed. If nothing else it makes me feel better to smooth everything out.

Because the chain is not straight between the cam's it arch's downward
with out the guilde adjusting the tensioner will pull the chain straight retarding the intake cam.
Degreeing the intake cam like that when you loosen the tensioner to install the cover
the guilde will arch the chain and advance the intake cam.
You don't degree KZ1000 cam's with out the center roller right ?
