There are really only two things (in my limited experience) it could be:
1) You have a bad valve guide
2) You have a bent valve stem.
Now, I could be completely wrong and it could be something simple, but that's my first thought. Unfortunately, the fix for either of these is the same - pull the head, pull the valve and check the valve and guide.
Now, if the tick is a leak, you can try a couple of things to fix that, including double-checking the valve lash, but if you've seen the valve bucket coming up slow (by eye), then I doubt it's going to be something cheap or easy.

1980 KZ1000 LTD-B4(MK II engine) - Progressive suspension, MTC pistons, Dynojet Stage III, all wear items replaced, WFO paint scheme(1978), etc..

If the valve is sticking open and you run the engine, you could easily bend the face of the valve by impacting the piston. Regardless what the problem is, you do NOT want to run this engine until you figure this out.

Just do it, and have Viton valve seals installed. Make it ten years before next time.
