40 degrees might make it a little harder, but shouldn't keep it from starting. Using full choke, and no throttle? (the 1000's don't use a true choke, and if you give them throttle it bypasses their mechanism for it). Is it at least sputtering like it's trying to start and just not catching? Or is it doing nothing at all?

Your signature says, "Runs but not ridden yet"
So you just got the bike?
You carbs are most likely plugged up from sitting, or you have vacuum leaks.
Low speed circuit, and starter jet circuit are quite small and easily plugged up with crud.

I'm with motorhead on this. Sounds like a good carb cleaning is needed. And then, if you have vacuum leaks, maybe some new carb holders.

It is more down to a weak spark.

Check the voltage across your battery terminals and you should have 12.5v or more with a good fully charged battery. Then check the voltage at the coils. I think it's a yellow / red wire that's the switched power feed going to the coils. With the igntion switch on and the kill switch set to run, put a probe in the connector and take the other end back to the negative on the battery. You need better than 11v to get a quality spark - ideally better than 11.5v. DOn't leave the igntion on for more than a few seconds - it can overheat the coils.

Cleaning the contacts on the connector blocks, bullet connectors etc may get this back - if not, there's a last ditch approach the requires a relay get inserted in the circuit - do a search for coil relay mod on this forum for details.
