The spring needs to be under tension when at rest. It's easy to get it in the wrong place.

That’s what I was thinking, but the manual doesn’t say exactly how to achieve that tension. I put the one end in the crankcase hole, and with needle nose pliers, rotate the other end about half a turn counterclockwise under the shaft before the other end seats on the shaft. So that should be about half a turn’s worth of tension. Are you supposed to muscle the spring the other way over the top of the shaft instead, or somehow make another rotation before seating the spring? I just don’t see a way, unless I’m missing something...
