Actually, to clarify, the crank turns as well, but is offset from the engine centerline. Check out this vid. Super modern recreation of this engine.

Here's another more modern engine with a rotary valve train. I've been interested in Coates engine designs for years. The cool thing about this design is that there is zero drag from spring pressure. These engines rev instantly and can also be spun much higher rpms, as long as the rest of the engine is up to it. The valve train is not the limiting factor in engine rpms. If I had the money, I'd have them develop a cylinder head for my KZ lol.
