Did you read in your manual about the Dwell for the points, or GAP? This is supposed to be checked before the timing is set. Also have you checked that the Ignition advancer is free and moves smoothly, springs all the way back, again before timing is set? Also you should check that you have close to battery voltage at the positive side of the coil/ coils, less than .5volt difference. Then as suggested before, did you check the compression, valve clearances, etc? Then If it still pulls up through the RPM range in say 3rd and 4th gears, you may want to re-gear for a lower RPM on the hi-way, of course you will need to work the clutch more from a stop.
