Is the head rounded off, or did you strip the threads?
Since both thread into aluminum, I'll be rather surprised if you stripped the threads on the bolt.

The bolt is steel and the pan is aluminum... guess which part gets most of the damage when that bolt is stripped? I doubt putting in a new bolt would be safe, I think you either need to thread up to a larger size bolt o install some kind of insert. I would drop the pan and fix it right if it was mine. Dropping the pan isn't that hard to do and it gives you a chance to clean off the inch layer of slimy crud that you will find in the bottom of the pan.realized this while trying to tune up ol' Frank. apprehensive to mess with it too much as this increases the damage to the screw. Any suggestions on remedying this mess would be appreciated. also, I could use a new oil filter screw if you might know where one might be... thank you guys

From reading the posts, am thinking the large #23 main bolt is the problem (not the small #19 filter drain screw). But am wondering whether it's simply that the bolt head is rounded off. Or the bolt fails to tighten inside the case and just spins around.

the diagram is not the correct schematic. on mine there is a sheild wwith two screws over whatever is underneath them
The earlier diagram is a 1980 KZ750 twin LTD oil filter as shown on the kawasaki.com site.
The following diagram shows the case covers.

The shield with two screws covers the adjustment screw for the clutch release assembly.
