It's just like a water hose, if you have a big hose on each end, and a small one in the middle, the small one is still going to limit the flow.
In your case the head and cams are limiting the flow, the potential is there but won't be realized until the porting and cams are upgraded to allow more flow.
Upgrading a few things don't do much, you have to upgrade the entire air flow path to remove all the bottlenecks.

kawasaki rated HP at the crank. we are talking about at the wheel, you cant really compare them that way. for example a 650 was rated at 64 hp at the crank, but it probably only got about 50-55 at the rear wheel due to all the moving parts between the crank and the wheel. so if you are getting 5 more hp at the wheel that what it was making stock at the crank, it is quite a jump in hp, a lot more than 5;)

LIke I said my 80 1000 dynoed 75hp. I forgot that it did have a 4-1 Kerker with a Yoshimura muffler. Stock carbs, stock jetting and only 3300 miles but had sat for 15 years. This is the bike before it got it's streetfighter conversion.

I spent many hours porting my 900 head. The smallest diameters got the most attention. It's been so long since the bike was feeling it's weight stock that I lost track of what happened. somewhere between the carb jets, cams, and porting, the performance is awsome. A twist of the throttle on a whim and up on a wheelie (the other day) through second gear and could have kept it going for what seemed forever. Nice balance for an old bike with lots of air in the back tire and the shocks set on max. After porting, you can go with bigger jets, and then she boogie. Likes to have around 180psi. Mine's 150 with the cams. Not bad. I've had 225psi and that didn't make a difference. It needs to breath. I had a graphite gasket back then and was the best darn one I ever used. Thinner too.
