No 16 in the diagram isn't really a tensioner but it puts the chain in position and it's in the cam cover, so the cover goes on first then the tensioner. Also when you think about it when you put the cover on last, the chain positioner would push the chain down on the top between the 2 cams changing timing position. Well its a good feeling to know I finally help someone on here. I just saved you a ton of work

Definitely you must put the valve cover on before final tensioner assembly. Later I will post some pics from my Clymer 550 manual showing correct pushrod alignment.
