My friends dad is selling this. He wants 4200. it has a harley rear wheel and z1 forks from an earlier year. Why would someone put z1 forks on this?
Should I get it?

What does title say ?
Rear foot pegs are cut off.
No Air filters . Was it run a lot this way.
Rear fender eliminated.
Aftermarket turn signals
Does it run and drive ?
Those Eagle tires are real antiques

Butchered? Yes.
As Street Fighter LTD observed, the rear peg mounts have been hacked off. That by itself is butchering to us. Peg mounts can be replaced if one has the skills & tools with which to weld. There are any number of title-less frames available as donors.
What other permanent fixtures have been hacked?
z1kzonly caught the likelihood of smoothbores. Good eye!
Wouldn't be surprised to see it needing a new 2nd. gear set.
Are the motor & frame #'s in the correct range? Is the original VIN tag in place? Does seller have any of the original parts that are missing? Correct gauges? If so, those details would increase worth a little, especially if it's a '73 and titled as such.
Otherwise, it's just a common frankenbike, nothing special. Maybe 1/3rd. the asking price would be about right. Maybe.
Good Ridin'
