Actually, the states enacted the seatbelt laws to keep the federal road money coming in. The tactic the feds used to force the states into mandatory seatbelt laws and age 21 drinking laws was to threaten them with cutting off the highway funds--funds the states collect and forward to Washington on behalf of the feds. Pure and simple blackmail.

It is also how they will enact national helmet laws later this year or next (my guess) and possibly another national speed limit.
