It’s not the horn, that’s the big red one at the bottom. High/Low beam is the big grey one on the left. 

Toggling the switch while the bike was running had no apparent effect on the lights. 


 
Some switches may be non functional in your market (Canadian model) Its probably the passing switch which is functional in UK/Europe maybe Japan. Non functional in USA/Canada. It momentarily flashes the high beam without using the bigger switch.

The right hand switch on Canadian models for the headlamp ON/OFF is blanked off (not on USA/UK models) because of daylight headlamp laws.

You either have to take the switch apart to see if its wired, or wait for a FSM wire schematic.

Not saying your machine is like the wiring diagram I have attached as it is for the 1984 model year and for the 700A and 750L models but it shows it as a passing light switch.

I think it’s a non-functioning hazard switch. I found this on eBay. It looks almost identical to mine, except not so UV damaged.

If its a hazard switch there will be a round 2 pin relay under the LH side cover exactly the same as the one used for the turn signals. It won't function without a relay.

That’s a fast stretch of road there coming into Kamloops from the East. 


 
Every time I drive into Kamloops I enjoy the view of the ancient river bluffs along the South Thompson River.  Lots of Alberta plates go whizzing by me.
I have several restored bikes along with a 2006 Goldwing with a sidecar. My wife has a 2019 Suzuki DR 650 for on and off road.
