Good evening. I recently bought a 1982 Shaft that does not run. I took the carburetors out earlier today to clean them and replace the gaskets/floats if necessary, and I found that one of the carburetors was chipped. The rest do not seem damaged at first glance. Is this carburetor still usable? Thank you.

Yes, no real problem with using that.

It might effect running a little. If it were me I'd use metal screen and 20 minute JB Weld to build it up to match the others. I did that on one of the large fins on the head and it's still strong after two years. Worth a try.
