Paint don`t go off sodablasting

Today I tested soda blasting for first time, and it was not so efficient I hopped for, but it worked.
When I blasted the underside of the gas tank there was no problem removing the paint,
but on the other side I got problem... the soda is not able to remove the paint...
I tried to use sandpaper and it looks to be soft (the paint) when I got some temperture with the manual sanding the melted. so it made lumps. Please see attached picture... what todo know.. I have not access to sand blasting.
I was thinking fill the tank with water and use sandpaper on my grinder?
The special sandpiper for grinder have I used on other parts really nice and efficient... but I don`t know if I got problem
with sandpaper on these special paint?
1. Fill with water
2. Use my grinder with sandpapirer (not cut disc)
3. take out the water and dry the tank.
4. Use epoxy primer on the tank.
5. deliver it to a pro paint shop later. for painting.

I like to use it prior to bead blasting to make the paint easier to remove.

What to do after you have used the stripper, can you just use silicone remover and prime the surface?

For prep, there are specifically made "pre prep" cleaners but you can use acetone as well prior to shooting primer.

I have not been able to get some good stripper in Norway (stringt rules) the company was empty in stock for Klean strip... so I needed to wait for 2-3 months for import....
So I have purchase one in the shop it was not so power full... I have been able to take of 2 layers in first round, and have now painted a second round and let it stay for 24 hours.... Hope I`m able to get the rest of.

But know I will stop, remove what I`m able to today, and then prime it again...
