Hmm, that's the brake pedal in the pic, right... so that's near the rear of the engine cradle on the right side right by the normal bend of the frame. Looks kinda wide there too, like it's bent at the crack a bit too...I found a crack in my frame down near the exhaust headers. Looks like it happened when the previous owner dropped it, as there are scratches all over it. .....
Looks like from stress from a hard landing after jumping something... did Evel Kenevel own this bike?
You say he dropped it? Looks like it hit something in the drop and stress cracked. I'm not a welder, but won't a good weld be stronger than the original?

For the sake of stopping people from saying "the crack is already compromising it!!!!", I will rephrase:
If the frame was brand new, would drilling a drain hole compromise the frame integrity?
