Yes I have, and I've purchased one (or rather, I put it on my birthday wish list and my son very kindly bought it for me). 

I invented such a thing in my mind while pondering this problem, then a search on tinternet dashed my entrepreneurial spirit 

It is an Oxford OX624 Lockable Helmet Bag from (where else?) Amazon:  amzn.eu/d/7X0fRVE . I am able to lock the back wheel to railings with the helmet in the bag. It's a bit tight but it works.

I have full helmet, to answer your question.

I've used it three times now and I think it's very good. It took two clumsy effort until I realised it's easier to chain the bike to the fence AFTER the helmet is in the bag. I keep the bag and chain together, rather than separately, that way there is no need to re-thread the chain through the fabric tunnel of the bag every time. I've realised too that there is a handy strap on the top of the bag to attach it to the fence. This prevents rain getting into the bag from where the chain exits. I'll do that next time.

I've attached a picture to let you see it in use. 

And it's definitely rainproof - yesterday demonstrated that.
