Do they flash when you operate the turn signal?
are they staying on full brightness?
do you have twin filament bulbs fitted (stop and tail bulbs)?
do you have a two position light switch on the right handlebar switch?

I have no problem saying I know more about the 650s than I do the 900/1000 bikes from that year. But I think the 77 1000s had running lights on the front so they should be on when the head light is on. As to blinkers there are switches and flasher that get involved.

Yes the front lights sould be on but not bright i think ... more amber.
Here they are very bright and the flasher and bliker just "cut the light" when they are on.

2 filament bulbs. A 2 switch position light..

I wonder if the bulb is plugged in backwards. You can plug the bulb in backwards if you push down hard enough.
Your bright filament will be on all of the time and the low filament will blink.

Either that or the bulb is the wrong type and the high/low filaments are reversed inside.
