The 400F is 100% stock aside from a muffler.

Besutiful bikes. Classic exhaust. A buddy had one from new back in the 70s.and i rode it one evening. Compared to my cb500/4 it was light, zippy, responsive and just all around lovely to ride.
That 4 pin connector which F64 circled in red above was a weak point. It was easily accessable and could be and was hot wired with a paper clip after a thief busted the steering lock. My buddy got the bike back though and had it repaired.

I forgot to mention don't disconnect that ignition switch connector. You'll have to back probe it. You may need sewing needles, T-pins, paper clips to get to the conductor inside the connector. Unless, you have long thin probes.

The 12.68 fuse reading is a bad fuse possibly.
You are getting 12.68 volts on one side but not the other side.

I have find a different scematic as I only see one fuse on the one you included.. I'll look at it again.

It's crazy to me that these bikes were RACED by fast guys at fast tracks. Kaz Yoshima built a bunch of them (Ontario Moto Tech) and those bikes were raced all over the place--Willow Springs, Riverside, etc.
It's a pressed tin frame on top! You know, like a cake pan.
I wish Kawasaki would have made a 400cc inline 4 bike here in the USA--something like the KZ650, in the 1970s. Kawasaki 650 is a much more serious motorcycle than the 400F.

That was it!
Everybody please join me in raising a glass of whiskey in thanks to F64.
Two fuses that look perfect which were in fact bad. Third fuse ... lights go on and all is well.

Guys I hope you don't think I am interfering, the below diagram shows the three fuses your bike uses (top and bottom are spares) and the pic shows the back of the fuse box. I suspect as these are soldered joints (which will rot after 50 years) the red wire may have come adrift in the back of the fuse box

Nothing close to interfering. You actually jogged my brain a bit. I had an ole CB550 that i had running correctly, friend left with a smile only to call me a few blocks away. He had just purchased this Honda and it was his innagural ride. Turned-out the wires within the sheath that route under the bucket to frame had some fatigue issues and one of the "joints' of wire splicing had seperated.
