You may have to take your carbs off and clean out the passageways.
Can you smell gas in the cylinder when you remove the spark plug?

Assure proper adjustment of #3 pilot mixture screw (might be too rich).
Check service fuel level in #3 float bowl (clear plastic tube method). Might be too high. Does it match levels in other carbs?
Pay particular attention to cleaning pilot circuit: pilot jet; air passage; air jet (if applicable); fuel passage.
Assure enrichener (choke) is completely closing on #3 carb.

If you've had the carbs off twice already and you're sure all the passageways are clean, then check some of his suggestions.
I had a problem like yours before, and I ended up going through the carb again and used compress air to blow a chunk of gunk out of my pilot circuit that I probably never would have found other wise.

When using carb cleaner spray from aerosol can, please remember to use protective goggles. This toxic stuff backfires a lot.
You should wear safety glasses at all times ;)
