I'm rocking a new set of plunger seals from Zed1015. Really evened things out, but unfortunately, it appears I have something mechanically wrong on #4 causing it to oil down that cylinder.
I've pulled the head, checked the valve guides, installed new valve seals, performed a light valve lap to ensure a good seal.
Can't think of much else except possibly a broken ring that would cause it.

Definately something amis there!
The oil control rings are thin, and quite flimsy, compared to the compression rings, so
the "wavy" expander ring ends must "butt" together, in order to apply the correct uniform outward pressure on the rings.
See pic below.
Also, pay particulare attention to the ring gaps, they should not be placed above eachother.
