Fuel Level Issue

The other day I was riding home and suddenly lost power. I got it home and checked the fuel levels. Right side is 3mm below the seam and the left is about 1/2" below. I tried to set the level but no matter where the tang is set; the level stays the same. With the float down there is gas flowing to the bowl and the float seem to move well. I am at a total loss as how to fix it. Any idea as to what is wrong?

Do your carb bowls have the brass overflow tube in the photo below ?

These tubes can develop hair line cracks that are very difficult to spot.
To check for cracks you can connect rubber tube to the drain nipple on the bottom of the bowl, Fill bowl with water. Put finger over the top of the brass tube and blow in the rubber tube. You're looking for bubbles same way you would check an inner tube for leaks.

Cracks can be repaired with JB Weld. Just give it over night to fully cure. I soldered a piece of slightly wider brass tube from a hobby shop over mine. Nessism has described a way to press out the old tube and fit a new one

If the overflow tube is cracked, there will be a steady stream of fuel coming out the overflow nipple on the bottom of the float bowl.  

Assuming for a moment that it's not the overflow tube, it's extremely unusual for the fuel level to be low like that.  Something would have to be obstructing fuel flow into the float bowl.
