We did remove the timing cover thingee and cleaned things up and lubed it where the manual specified.My guess is a stuck timing advancer.
Seemed to spring like it should but do not think there is anything to adjust/test as there are no points.
Did you mention earlier that TK 26 Carbs were previously on it?

Always dry.check your vacuum petcock hose for gas inside of it.

Petcock was completely rebuilt.Good point, a cracked diaphragm of the vaccum accutated petcock will suck a lot of fuel.

TK26 carbs are stock and still on the bike, just gone through many times.

The Timing Rotor does not really line up with the "TEC" mark. Pictures also of the Rotor seen from the mounting "notches" side.

Good idea, but the exhaust is nearly a straight pipe, no critter remnants there.A bit "left field" but given how long it's been standing have you checked nothing has built a nest in your exhaust causing a blockage !
Also, last time I had it running my son checked all 4 pipes at the headers and got even readings of about 370 degrees Fahrenheit.
