Running down the list of possible reasons for my poor running got me to my timing advance, only to find that it was completely rusted up, weights don't move, anything else that's supposed to move doesn't. I put it in some rust dissolver and an ultrasonic cleaner and got the weights moving again and all the rust knocked off, but the weights don't move very far when I try to move them and they get stuck in whatever position I leave them in. I've found conflicting info on whether or not the cam portion of it is supposed to move, if it is supposed to, it doesn't currently. I have it soaking in some ATF right now, where should I go from here? How do I disassemble this thing and get it cleaned up and working right?

You will need to completely disassemble and clean surfaces with 800 grit wet &dry etc. The weights should move freely until they reach their stop and return easily under spring tension.  The cam position should move in relation the the baseplate, this is how the ignition "advances"

If it was rusted to the extent it was sized up you can guarantee the springs will be shot and need replacing. 
Rust will have eaten into the springs and changed their tension on both the opening and closing of the fly weights or worse still will just snap. 
Either way you'll have incorrect advance/retard.

Is there any way to get new springs if needed? I'm gonna clean this up and pray they're fine, but on the chance they aren't fine, where could I find springs? Parts for this bike have been hard to find.

As far as I know all models with mechanical advancers use them same springs. 
In the UK

Man you're incredibly helpful. I got it all apart, soaking in evaporust right now. The lobe portion was rust welded to the shaft. Ridiculous the state I got this bike in. I'll get some springs on order!

New problem! After cleaning everything and getting it all nice I just noticed that one of the weights is missing the tab that goes into the cam lobe portion. I'm not gonna be able to find one of these weights new, am I?

Actually someone is parting out a 750 Twin around here, would I be able to rob an arm off that or are the advancers different?
