Welcome aboard!
Two quick questions:
1) What is happening with the ignition?
2) Where are the carburetors?

i have the carbs off for cleaning and it seems like the PO changed the pickup coils and spliced it onto the wires from the ic unit

First thing I would do is a compression test. And the oilcooler lines need to be run on top of the valve cover head in the middle before you run it.

Since you say all the parts are there, I will assume that the carbs and other intake related stuff are outside the picture someplace, and I will pretend tnot to worry about all those wires hanging out.
It would be a good idea to check valve clearances since many owners ignore this really important item.
Be sure there is plenty of engine oil. If it looks really contaminated, change it. A few dollars worth of the proper oil is not worth saving if it risks serious damage.
A good battery is essential. Even a slightly dodgy one will not provide enough power to turn the starter and fire the ignition.
Clean, new gasoline.
If you are cleaning and ajusting the carbs, be sure to install an inline fuel filter. You will not want dirt and smegma from that old tank to crap up your newly cleaned carbs.
Be sure the sparkplugs look good.
Cross your fingers and sacrifice a goat.
Have your favorite beverage on hand to celbrate.
Probably some other stuf.

One thing to look for on J model engines are dropped vavle guides. You can take the header off and shine a light in there to see if there are any that dropped. I had my head repaired by larry and he says that was a common problem . I see so much ā€ˇPotential in that bike, Realy like the headers
