Exactly, you can weld plastic pieces together with heat. I have used a soldering iron to weld plastic parts together. Your tail piece is made from ABS if it's a factory Kawasaki part. ABS responds well to this technique. Here are some shots of my repair to my KZ1000 tail for example. I suggest you google "plastic welding" for further research.

my one problem now is that it runs and has good throttle response and all that jazz but here is something weird... sometimes when i get it to idle well, and throttle it up it wants to stay throttled up and rev instead of returning to idle. does that make sense? I know i have petcock issues and i need to set my float bowls but it seems like a strange problem. Any Ideas? Thanks!

that is a common symptom of a lean condition, or sticking cables. have the carbs been cleaned?

Not looking too bad, now leaking, yes. I need a new petcock fo sho. I plan on making some sort of sporty fender for the back out of that GIANT ZX6 rear that I have, that will be fun! Oh and I probably need a chain tensioner as well. It still Idles erratically sometimes? whatever, I haven't found any vacuum leaks or sticking throttle, and carbs were just cleaned.
Becky is getting there. I actaully shaved the seat flat today and recovered. I'll have to put up some photos of it now. Thanks for looking!!

hi revs that come down slowly on there own, is a common symptom of a motor that is running lean.
u may want to consider cleaning the carbs again , if u are sure there are no vacuum leaks. also check for diaphram cracks.
Good luck.
