which is stronger (in theory) the before or after blending pic.....

it depends on the joint and the weld.too vague?:huh:
if it is a weld i have done(which means i fit the joint i prepped and i ran the bead)and am sure of 100 percent penetration you can smooth/blend the weld with no fear of weakening the joint.
if you buttweld two pieces of the same stock together and properly penetrate,the weld is the strongest point.it should brake on one side or the other of the bead.
i would not go smoothing down welds on something i myself did not weld,such as factory welds on a frame.it seems that factory welds(from my experince of cutting up factory stuff )usually do not penetrate as deep as they should(100 percent,or all the way through the material).
if you have 100 percent penetration you can smooth the welds down to the thickness of the parent material without weakening it.
this is what i have learned from my experience as a certified (3g)all posittion welder.

cracks come from stress risers.
it is the same theory of polishing a stock con-rod if you polish it and blend everything there are no crevices for cracks to start,therefore the polished con-rod is stronger.and has less drag and,blah,blah,blah.

i know this post is old, but WOW!Thank You gentlemen. The NPBSVSC includes a certificate of calibration that is traceable to NIST. This is my favorite type of innovation. It allows the regular guy to achieve professional results with commonly available tools.
Adam, this is one of those rare times that I have the tools of the trade. Literally! I run super precision small parts at work, so good measuring tools are a necessity. Here's a video of the machine that I run, program, and plan for.

Well, maybe not telepathically controlled, but I might just take a side job running a five axis CNC milling center. Apparently the guy has a shop that CNC ports cylinder heads Hmmmm.... I figure it's good experience if He'll pay me what I want. Here's a similar machine in use:
