I have a 78 kz650 b2 that is complete and running but my petcock isn't working. When I originally took this bike apart I tried to drain the tank and noticed that no gas was coming out( I had it set to prime and previously the bike had not been running). So I am trying to find a petcock or a rebuild kit for the kz 650 and I've had no luck with the dealers or the recyclers in my area.

Welcome to KZR.
Ebay can be a source, but you may just get another malfunctioning petcock. Z1enterprises or other parts dealers (links at the bottem right of the page) have rebuild kits available too. Although many have tried rebuilding and still had problems. Try a search in the Archives, as petcocks have been discussed many times.
I was lucky with mine (it was leaking). I just replaced the rubber disk behind the lever, the one with the 4 holes in it, and that solved my problem. Others just replaced theirs with a Pingle unit.

The easiest and least expensive in the long run is to buy an adapter plate and inexpensive on/off/reserve petcock from Z1Enterprises. You will need to block off a vacuum port on carb #2 with a rubber cap.
