I am curious.
I lived and had businesses in Washington State for some 38 years. During that time I purchased and sold a number of vehicles, IE: Trucks, Autos, Boats and Motorcycals. I always received a Title.
Some of these I only owned long enough to resell.
How did I do this?

I'm not an employee of the DMV but two things come to mind

1) perhaps you weren't dealing with Salvage Titles or lost titles

2) Maybe things have changed?
