I would not go the RTV or Honda bond route. Make your gaskets. The screws are JIS so make sure you have a good JIS driver. AS far as torque I would tighten down each screw evenly with as much as you can deliver with your hand. Start with one gasket, tighten down the cover and if it binds or of you feel it dragging put another gasket on. Once you are satisfied remover each screw one at a time and put a dab of blue locktite on each one.
