It always creeps me out when I see something like this, we were slowed down because of a rear end collision

It was on a 65 mph highway and it would probably take a 20 mph impact to push it through a windshield and into someones face.
I think it should have had a chase car following it.

It all depends on what a specific state requires on oversize load vehicles. While not needing an escort vehicle this operator should have enough common sense to hang a couple of yellow flashing lights on the furthest most rearward portion of his load. Flags don't always cut the mustard especially in dim or no light conditions.
