Perhaps just needs carb adjustment. And likely needs to be fully warmed up before running without any choke.
Be sure the air filter is installed, because a missing air filter might be causing a too lean fuel mixture.
Small 2 cycle yard tools may have a low speed mixture adjustment screw and a high speed mixture adjustment screw and a throttle stop adjustment screw.
The mixture adjustment screws sometimes require a special "screw" driver with a unique tip that fits into the screw head and pretty well stay in position while the small screws strongly vibrate as the engine is running. The special tool is probably available on-line.

It's hard to tell the high speed screw from the low speed screw. Counter-clockwise probably enrichens. A 1/4 turn CCW on each screw may enable running without partial choke. And the idle might also need the throttle stop set for a faster speed.
Would look up the tool on line via Google where there's probably a down-loadable user manual (which might not explain the carb adjustments, and just say "take it to the dealer"), so keep looking to hopefully find an article on the particular carb -- and maybe a You-Tube video about carb adjustment.
