To do it right, you need Chemicals! Bad stuff! Proposition 65 in California stuff!
You want to make a vinyl black seat look new again???
Rub black lacquer paint thinned about 25%-50% with lacquer thinner into it, soaking it. Use nytrile gloves, outside on a piece of cardboard! Make a big old mess!!
Let it dry. rub it down. Then apply your armor all, lemon pledge or whatever shine agent / polish you prefer!
I wish I had an old seat! Just to show as an experiment!
