The smooth chrome needs some roughness or "tooth" so the paint can grab on. Best way is sandblasting with a sharp edge media such as aluminum oxide or similar. If you can't do that then rough up the metal with a DA sander and some 100 grit paper.

For paint, two part epoxy primer is best followed by a urethane topcoat. Failing that, use some rattle can etching primer and your choice of top coat that's compatible.

I did a similar paint project with great results. 
Sanded with 80 grit.
Primed with etch primer
Primed with 2pt auto primer
Sanded smooth 
Base coat and clear.

It has held up good on my brother's bike for 4 years.

FWIW. I painted the manifold crossover section of my muffler system with Rustoleum bar-b-que grill paint without sanding the chrome & it has held up quite well. no peeling or anything.

Before painting, after dremel wire wheeling with jeweler's brass wheels off of eb.


Rustoleum silver bar-b-que grill paint. I also painted the insides.


I just now looked at the paint & it still looks the same as this pic from last year.
